Which blockers override your total score?

For this framework, an implementation pilot needs at least 24 points and every applicable gate below. If a gate fails, keep the next engagement limited to resolving that gap rather than launching a broad optimisation programme.
| Gate | Minimum requirement | If it fails |
|---|---|---|
| Commercial | Questions 1 and 3 ≥ 2 | Clarify the decision and commercially relevant prompts. |
| Measurement | Questions 4, 5 and 6 ≥ 2 | Commission or complete baseline and methodology work first. |
| Accuracy and governance | Questions 10 and 12 ≥ 2 | Establish correction, data-handling and collection controls before the relevant activity. |
| Delivery | Questions 13 and 15 ≥ 2 | Secure implementation capacity and a bounded review decision. |
| External supplier | Question 14 ≥ 2 | Clarify the scope, evidence access, fees and exit terms before contracting. |
Expansion requires more: a score of at least 35, no question below 2, and completed pilot evidence that a reviewer can inspect and relate to a useful business decision. Readiness alone is not expansion evidence.
Immediate exception: Escalate a potentially material false security, pricing, legal or regulated claim to the appropriate owner now. Preserve the answer and reference evidence; do not wait for a higher quiz score or a larger sample before investigating.
Hypothetical example: A team scores 37/45 but scores 1 on repeatability. Its next step is measurement repair—not expansion—because the total cannot compensate for an incomparable baseline.
